MPA Applauds Gov. Newsom and State Lawmakers for Expansion and Enhancement of California Film and Television Tax Credit Program

LOS ANGELES – The following is a statement from Motion Picture Association (MPA) Chairman and CEO Charles Rivkin hailing the expansion and enhancement of the California Film and TV Tax Credit Program:

“California is the home base of the entertainment industry – and Gov. Gavin Newsom and the state legislature today reaffirmed a commitment to bolster its long-standing role in motion picture production. Strengthening this vital incentive is a direct investment in the local workers, small businesses, and communities that depend on a thriving entertainment ecosystem. On behalf of the film, television, and streaming industry, we applaud the Governor, Senate President Pro Tempore Mike McGuire, Assembly Speaker Robert Rivas, Assemblymember Rick Chavez Zbur, State Senator Ben Allen, and policymakers statewide for drafting the script on the next great chapter of creativity and economic opportunity for Californians.”

The expansion, signed into law last week, increases the program’s annual allocation to $750 million. In addition, several of the programmatic changes enacted today will:

  • Raise the tax credit base from 20% to 35% for all productions and from 25% to 40% for relocating TV series.
  • Deliver up to a 45% tax credit for filming outside of the Los Angeles Area.
  • Expand eligible programming to include 20-minute TV shows, animation, and large-scale competition shows.
  • Increase the allocation for Independent Productions to 10% of overall program funding and includes a higher per production cap.
  • Create additional incentives for hiring trainees, creating career pathway opportunities, and employment work plans.
